Social club does not allow you to play if it encounters an old d3d9.dll ( an old enb .dll mod). You need to try dvxk or some others dll files from newer enb mods. This happened last year since a certain update. All I said fit only if you want to play through steam ( and by consequence through social club launcher).
If you have an Nvidia GPU, I would advise you to use Nvidia DSR and play the game in 4x your desktop's resolution (e.g. I have a 1080p monitor and play GTA IV in 4K). Due to DSR's downsampling, all edges will look crisp and you won't need external anti-aliasing. :104: +1
If you look to improve game experience but to keep original grim NY atmosphere you should definitely use GTA IV Vanilla Fixes mod and Console Visuals - The Complete Edition mod and GTA IV fusion fix . No need to downgrade. Also enable MSAA in DXVK. In commandline.txt in game root enable these options:
